A. No. Unlike Server 2008, there's no version of Server 2008 R2 (at least among the versions that support Hyper-V) that doesn't include it. Some editions, such as the Web edition, don't support Hyper-V, so Server 2008 R2 Web does not have Hyper-V. But Standard, Enterprise and Datacenter editions are only available with Hyper-V.
