If you log on the a BDC and receive the subject message, your PDC and BDC may not be synchronized.

To synchronized them, use Server Manager to select the BDC's name in the Computer box. On the Computer menu, press Synchronize With Primary Domain Controller and confirm by clicking Yes.

Use the Event Viewer to check the System log for success.

After you successfully log on to the BDC, you may notice Event ID 7023, which indicates that access was denied by the NetLogon service.
