The subject behavior will occur if auditing for the Start and stop Certificate Services option has been enabled. When this auditing is enabled, the CA must calculate a hash of the database and record it in the event log. The larger the database, the longer the calculation takes.

Disable auditing of the Start and stop of the certification authority:

1. Open the CA Microsoft Management Console (MMC) snap-in (Start / Run / certsvc.msc / OK).

2. Right-click the name of the CA and press Properties.

3. Select the Auditing tab.

4. Clear the Start and stop Certificate Services box.

5. Press OK.
