Just last week, Windows Phone 8.1 was finally given its own, official Update History page.
And, just late last week, the Microsoft India team announced that Windows Phone 8.1 will start rolling out to existing Windows Phone 8 users during the first two weeks of July.

It's unclear if Microsoft India was suggesting a rollout specific to the country, or if the rollout was being scheduled for all Windows Phone 8 users worldwide. However it transpires, it's safe to say that Windows Phone 8.1 is ready to go and we won't have to wait much longer.
However, it's still important to remember that Windows Phone 8.1 Delivery Is Ultimately Reliant on the Carrier.
