When you start Windows Server 2003, the DHCP (Dynamic Host Configuration Protocol) service does NOT start.

The Application event log may contain:

Event ID: 1008Description: The DHCP service is shutting down due to the following error: Not enough storage is available to process this command.Event ID: 1058Description: The DHCP service failed to initialize its configuration parameters. The following error occurred: Not enough storage is available to process this command.

This behavior occurs if your anti-virus software is not configured to exclude the DHCP database files at %SystemRoot%System32DHCP.

To resolve this behavior, configure the antivirus software to exclude the %SystemRoot%System32DHCP folder when it scans the computer.
