When the DHCP (Dynamic Host Configuration Protocol) service is running on Windows Server 2003, the DHCP scope settings disappear.

This behavior will occur when Dhcpmgmt.msc, the (DHCP Management utility), finds a reservation and the reservation uses an address in the same address range as the scope.

To workaround this problem, remove the reservation from the scope.
