The subject behavior may occur if you have a complex SAN (Storage Area Network) because of the interaction between the Cluster Setup Wizard and the SAN configuration.

The Cluster Setup Wizard may be unable to verify that all cluster nodes have access to the same disk and issues the 0x00138f Cluster resource not found error, but continues to process.

To workaround this behavior, allow the Cluster Setup Wizard to continue. The second node will eventually join the cluster.
