When you installed the Windows Server 2003 fax client on Windows 98, it worked fine.

After upgrading Windows Server 2003 to SP1 (Service Pack 1), installing the fax client on Windows 98 results in an error similar to Missing export Kernel32.dll delayloadfailurehook.

The SP1 updated fax client is NOT compatible with Windows 98.

To workaround this issue, only install the original release Windows Server 2003 fax client on Windows 98 computers.
