The default behavior of the subject operating systems is to expand to show all notification area (System Tray) icons.

If you disable the Turn off notification area cleanup Group Policy Object at User Configuration Administrative Templates Start Menu and Taskbar, notification icons will be collapsed.

If the policy is not configured, setting the NoAutoTrayNotify Value Name, a REG_DWORD data type, at HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer, to 1, will disable the policy.
