When you load the Windows XP SP2 .ADM files on Windows Server 2003 and Windows 2000, you receive a String is too long error message.

"Install this update if you receive the String is too long error when trying to open a Group Policy object from a computer running Windows 2000. Once you have installed this item, it cannot be removed."
