The Exchange MTA (Message Transfer Agent) service on a Windows 2000 server node in a cluster repeatedly logs event 1069, indicating that the MTA service has experienced a timeout.

This problem will occur if your antivirus program blocks the MTA service, causing a false timeout, and preventing the SCM (Service Control Manager) messages from being sent.

If you can't get a fix from your antivirus vendor, the only workaround is to uninstall the antivirus.
