I described in Set Program Access and Defaults feature in tip 5601.

Your Windows 2000 Server running Service Pack 3 (SP3) does NOT have this feature in Control Panel / Add/Remove Programs and Internet Explorer, Outlook Express, and Windows Media Player shortcuts and file and protocol associations are not removed when you use the IEAccess=Off setting, the OEAccess=Off setting, or the WMPOCM=Off setting in a [Components] section of an Unattend.txt file.

The Set Program Access and Defaults feature is only available on Windows 2000 Professional computers that are running SP3 or later, and on Windows XP computers running SP1 or later.
