Today, Microsoft issued Microsoft Security Bulletin MS16-083, which is recommended for anyone running Windows 8.1, Windows Server 2012, Windows Server 2012 R2, Windows RT 8.1, and Windows 10. And why must anyone running Windows 8.1, Windows Server 2012, Windows Server 2012 R2, Windows RT 8.1, and Windows 10 run a security update? The answer is in the name of the update: Security Update for Adobe Flash Player (3167685).
Adobe Flash Player has a vulnerability that permits a malicious attacker to gain access to a user's computer if that user is browsing a website which has been designed to access and exploit the insecurity in the Adobe Flash Player for Windows.
There are workarounds to avoid exposing oneself to Flash Player vulnerabilities. The two global ones that will eliminate the risk are: not using Internet Explorer, and disabling Adobe Flash Player on your computer.
