Stating that their intention is to "oppose the exploitation of Windows 98for monopolistic purposes" but not "block or forestall any particular product from release or sale," the attorney generals of 13 U.S. states willreportedly not attempt to block the sale of Windows 98 on June 25th. This,from a source close to the investigation, who says that any suit broughtby the states would be to "give the OEMs some choices with the contractualrestraints or other kinds of restrictions that Microsoft seems to be planning to apply."

In other words, the states may very well file suit against Microsoft asearly as next week, but the point is not to block the sale of Windows 98.Rather, the states are trying to protect hardware manufacturers from unfairlicensing agreements made by Microsoft. This would, in turn, lead to competition that would aid consumers
