How to Fix the Windows 10 Mobile Build 14951 Stuck with Update Downloading at 0% Issue

When Microsoft released Windows 10 Mobile Build 14951 earlier this week there was a widespread issue experienced by testers on the previous Fast Ring build, 14946, that caused their device to be stuck at 0% trying to download build 14951.

After a few days of troubleshooting and asking Windows Insiders to pull additional logs from their testing devices, it appears Microsoft may have a solution for this issue.

I was part of that testing process and tried a work around last night from Microsoft but at the time it did not resolve my issue with downloading build 14951.

However, a couple of extra steps posted by the Windows Insider team overnight seems to have solved the update issue and build 14951 is currently installing on my Lumia 950 as I prepare this article.

So if you are seeing this error:

you need to follow these steps from Microsoft:

According to Microsoft, a subset of users seeing this problem may need to take a few extra steps. I was one of these users and, as I mentioned earlier, it was these extra steps this morning that finally triggered the update to begin downloading on my device.

Here are those extra steps:

Microsoft states they have made the Windows Update changes on the backside that resolves this issue and it should not impact the next build since the changes are already in place.

If for some reason this workaround does not get the update downloading to your device then Microsoft has listed some additional options that require a little more time investment but should also resolve the issue. However, the above steps are by far the quickest resolution to the issue.
