In tip 0024, I described the registry entries required to implement a logon Legal Notice.
In Windows 2000, you can use Group Policy at
Computer Configurantion / Windows Settings / Security Settings / Local Policies / Security Options
to set the Message text for users attempting to log on and
Message title for users attempting to log on.
