Microsoft Knowledge Base Article 900216 Describes that when you transfer PDC Emulator FSMO role on domain controls running cluster service, the cluster service may stop unexpectedly. To resolve this problem, ggrant the Network Service account the Write access to the MSDTC resource GUID.
