February 10, 2002
When you install a program, Windows XP displays a message similar to:
Could not access network location .All users.
This error is caused by an incorrect entry in the Common Administrative Tools Value Name.
To resolve the problem:

HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionExplorerUser Shell Folders.
2. Double-click the Common Administrative Tools Value Name, a REG_EXPAND_SZ data type, and set the data value to %ALLUSERSPROFILE%Start MenuProgramsAdministrative Tools.
3. Navigate to:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionExplorerShell Folders.
4. Verify that the Common Administrative Tools Value Name, a string data type, is set to the expanded equivalent of %ALLUSERSPROFILE%Start MenuProgramsAdministrative Tools, normally C:Documents and SettingsAll UsersStart MenuProgramsAdministrative Tools.
5. Exit the Registry Editor.
6. Shutdown and restart your computer.
