When you attempt to connect to your ISP, or a RAS server, with a DUN connection, or DOD routing connection, you receive:

TCP/IP reported error 52: A duplicate name exists on the network.

Your connection is then terminated?

This can be caused by having a static IP address assigned to the RAS connection that is equal to the IP address assigned to your NIC.

The solution is to use different IP addresses.
