When you try to access the Local Users and Groups snap-in in Microsoft Windows 2000, a red X appears next to the Local Users and Groups node and the right-hand pane displays:

Unable to access the computer . The error was: Error loading type library/DLL.

This behavior will occur if the Activeds.tlb file does not exist in the folder specified in the registry, which by default is %SystemRoot%System32.

To resolve this problem, copy the Activeds.tlb file to the %SystemRoot%System32 folder.
