When you use the Connection Manager Profile Installer (Cmstp.exe) to perform a silent install of a CMAK (Connection Manager Administration Kit) profile, a user cannot select a phone book and use the connection, even if you enable the option to make the profile available to all users when you install the CMAK profile.

This behavior will occur if the user does not have Write permission on the
C:Documents and SettingsAll UsersApplication DataMicrosoftNetworkConnectionsPbk folder, because the _CMPhone and .PBK files in the Pbk folder need to be updated the first time that the CMAK profile is used.

To resolve this issue, grant all users Write permission on the Pbk folder:

1. Open a CMD.EXE window.

2. Type the following command and press Enter:

CACLS "C:Documents and SettingsAll UsersApplication DataMicrosoftNetworkConnectionsPbk" /E /G Users:W
