When you use SysPrep to prepare a Windows XP Profession computer in Factory mode and set the OemPnpDriversPath value in the Sysprep.ini file, and then change the location of the drivers in the OemPnpDriversPath value in the Sysprep.inf file, the changes are NOT applied to the DevicePath Value Name at HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersion.

To workaround this behavior, delete the DevicePath Value Name from HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersion after you make changes to the OemPnpDriversPath value in the Sysprep.inf file AND before you run the sysprep –reseal command.
