You can manually control whether the Administrative Tools folder appears on the Start menu by navigating to Start / Settings / Taskbar & Start Menu / Advanced and checking orun-checking the Display Administrative Tools box.
To do it via the registry, use Regedt32 to navigate to:
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerAdvanced
Set the StartMenuAdminTools value name, a REG_SZ data type, to YES or NO.
