Q. What is the correct startup state for Netlogon on a domain controller?

A. Netlogon should be set to Automatic for its startup. I have seen some problems when upgrading DCs where the startup type is set to Manual. Launch services.msc and change the startup type to Automatic. Note the best practice is to not in-place upgrade domain controllers but rather stand up a new DC and retire the old DC. Even on non-domain controllers it should be set as Automatic.
