In "Manage Active Directory in Windows 2000 Professional," February 2004, InstantDoc ID 41246, Fu Zheng describes how to install Win2K Server's or Win2K Advanced Server's Microsoft Management Console (MMC) Active Directory Users and Computers snap-in in Win2K Pro, which doesn't include a GUI to manage Active Directory (AD) users, groups, or computers.

An alternative is to install the adminpak.msi file from the C:winntsystem32 directory in Win2K Server or Win2K Advanced Server. That way, to start the Active Directory Users and Computers snap-in, you just have to select Start, Run, then type in dsa.msc, rather than go through MMC.
