Q: I am unable to see site collection administration items on my SharePoint site under Site Settings.

A: The site collection administration series of actions is available only to site collection administrators. Just because your account might be a farm administrator, doesn't make it a site collection administrator account.

Logon as a site collection administrator and the site collection administration options will be available (see screen shot below).
