Q: How do I give people permission to add or remove themselves but not others from a distribution group?

A: The Self security principle is a useful tool for working with groups. Open the Active Directory Users and Computers Microsoft Management Console (MMC) snap-in and enable Advanced Features (View, Advanced Features). On the Security tab, select the Self principal and click Add/ Remove self as member, which will allow users to add and remove themselves from the group but not affect anyone else.
