Q: How can I let non-administrators perform activation actions on a client?

A: To let normal users perform activation actions, such as changing Multiple Activation Key or Key Management Service keys, performing a rearm, or installing a license, do the following on the client:

  1. Start the registry editor (regedit.exe).

  2. Move to HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionSoftwareProtectionPlatform.

  3. If the DWORD value UserOperations doesn't exist, create it.

  4. Double-click UserOperations and set it to 1.

  5. Click OK.

  6. Close the registry editor and reboot the client.
