The subject behavior will occur to a user if you improperly set permissions for them to Start, Stop, and Pause a Windows 2000 / Windows XP Service. The user will also receive an Error 5: Access is Denied message.

NOTE: The same behavior will occur if they try to use the NET command. They will receive a System Error 5 has occurred message.
