The Internet Explorer Error Reporting Tool reports unrecoverable errors to Microsoft, over the internet. You can download it from http://windowsupdate.microsoft.com.

The tool, Iedw.exe, also installs:

You can remove the tool from the Add/Remove Programs applet of Control Panel.
