When you resume from Hibernate or Standby, your Windows 2000 VPN (Virtual Private Network) client may issue:

Error 51: The modem (or other connecting device) has reported an error.

When you Hibernate or Standby, the TAPI provider is not shut down. When you resume, the RAS initialization fails.

To work around this feature, delete the Incoming Connections icon in Network and Dial-Up Connections and Restart your computer.
