Mount your Windows NT 4.0 CD and switch to the SupportHQTOOL folder. Type:

makedisk A:

to extract the files to a floppy.

Either empty or modify autoexec.bat, or remove hthq.exe from the zipfile.exe, using WinZip.

Shutdown and boot from the floppy.

Run your DOS hardware utility.
