JSI Tip 2005. 'AT' command in CMD.exe issues 'Kernel32.dll Dynamic Link Library Initialization Error'?

When you run the AT command at a CMD prompt, or in a batch file, you may receive:

Initialization of dynamic link library c:winntsystem32KERNEL32.dll failed, and the process aborts.

If the Schedule service is NOT running under the System account, and you change the account password, in either User Manager or with a Net User command, and you fail to change the password in Control Panel / Services / Schedule / Start Up, you will receive the above message.
