If NetBIOS name resolutiuon over TCP/IP fails with Event ID 4319:

A duplicate name has been detected on the TCP network. The IP address of the machine that sent the message is in the data.Use nbtstat -n in a command window to check which name is in the conflict state.

you probably have either:

- Incorrect static mapping in your WINS database.

- A multihomed WINS server with the WINS client bound to both NICs.

To fix the problem, either:

- Delete the static mapping in WINS manager / Mappings / Static Mappings / WINS Static Mapping and on the Mappings menu, press Initiate Scavenging.

- Disable the bindings in Control Panel / Network / Bindings / All Adapters. Click the + sign next to the appropriate NIC. Right click the WINS Client (TCP/IP) and press Disable.

OK out and restart your computer.
