When you try to install Internet Explorer, you receive:

Error Initializing the cache. Shutdown all programs and run scandisk or chkdsk. Delete the cache, cookies and history directories in your windows directory and then restart IE. If the problem persists reinstall IE.

This can happen if the following files exist in %SystemRoot%:

Temporary Internet Files
Cookies
History

or if setup attemps to gain access to these folders before they are created.

To work around this problem, delete these folders or move them.

If you receive a Sharing Violation while doing this, shutdown non-default services until the Sharing Violation stops (or boot to an alternate install of Windows NT). The following are the default services:

Alerter ClipBook Server Computer Browser Directory Replicator Event Log Messenger Net Logon Network DDE Network DDE DSDM NT LM Security Support Provider Remote Procedure Call (RPC) Locator Remote Procedure Call (RPC) Service Schedule Server Spooler UPS Workstation

Rerun IE setup.
