A little over 3 weeks later it appears that Microsoft now feels that UR4 is, once again, ready for public consumption as it has shown up available for download.

It's Back! Update Rollup 4 for Service Manager Shows Up After 3-Week Hiatus

In October 2013, Microsoft released Update Rollup 4 for System Center Service Manager 2012 SP1. Rollups are a batch of patches and fixes for bugs collected over time and injected into a single update to ensure a product can run as error-free as possible. Very shortly after UR4 was released, it was yanked off the web due to "issues."  You can read all that drama HERE.

A little over 3 weeks later it appears that Microsoft now feels that UR4 is, once again, ready for public consumption as it has shown up available for download.
