I receive error 4301 and 4165 in the system log when I try and start the WINS service.

A. If when you attempt to start WINS you get the following event logs:
Event ID: 4301
Source: Wins
Description: The computer running the WINS server does not have a valid address.When WINS requested an address, it received 0.0.0.0 as the address. NOTE: WINSbinds to the first adapter in a machine with more than one adapter bound toTCP/IP. Check the binding order of adapters and make sure the first one has avalid IP address for the WINS server.
Event ID: 4165
Source: Wins
Description: WINS has encountered an error that caused it to shut down.This is caused by the machine not having TCP/IP configured/installed andbound to a network card. Check you IP configuration and ensure you have a validIP address:
Click Start, point to Settings, and then click Network and Dial-up Connections
Right-click Local Area Connection, and if an Enable option is shown click it, if it says 'Disable' go to the next step and DON'T click Disable
Right-click Local Area Connection, and then click Properties
Click Internet Protocol (TCP/IP), and then click Properties
Click Use the following IP address
Type the appropriate entries in the IP address, Subnet mask, and Default gateway boxes, click OK, and then click OK
