By default, Word inserts pictures as "in-line" pictures as opposed to "floating" pictures. The difference between an in-line and floating picture is the text wrapping style of the picture.
To change the default text wrapping style of pictures:
Choose Tools → Options.
Click the Edit tab.
Choose from the Insert/Paste Pictures As list.
