A: If your network device performs functions only at OSI Layer 3 or lower (network, data link, and physical) then no Operations Manager ML is required. This includes devices such as bridges, switches, routers, and hubs.

However, if the network device is a firewall, load balancer, or other advanced network device, then a management license is required for monitoring with System Center Operations Manager.
