A. While the persistent state setting is available in the registry under HKLMCluster\[Groups or Resources] (see this Microsoft article for details), the easiest way to change both of these settings is to use the Cluster Manager interface. Open the properties of the resource or group and you'll see options to enable and disable both persistent mode and Auto start on the General tab, as shown here.
