When you restart your computer, you cannot view event log entries, move desktop icons, or see any services in Services.msc?
This behavior will occur if the RPC (Remote Procedure Call) service is disabled.
NOTE: The following services depend on the RPC service:

To workaround this problem:
1. Open a CMD.EXE window.
2. Using REG.EXE, built into Windows XP, Windows Server 2003, and later operating systems, or installed from the Windows 2000 Support Tools, type the following command and press Enter:
REG ADD "HKLMSYSTEMCurrentControlSetServicesRpcSs" /V Start /T REG_DWORD /F /D 2
3. Shutdown and restart your computer.
NOTE: If your computer does not start, you can enable the RPC service from the Recovery Console:
01. Insert the operating system CD-ROM into your CD-ROM, or DVD-ROM drive, and restart your computer.
02. When you see the Press any key to boot from CD message, press the space bar, or similar key.
03. Press R on the Welcome to Setup screen to start the Recovery Console.
04. When prompted, type the number of the failing installation you want to access and press Enter.
05. When prompted, type the Administrator password and press Enter.
06. In the Recovery Console command window, type the following command and press Enter:
Enable RPCSS Service_Auto_Start
07. Type EXIT and press Enter.
