Changing the WS-Managment number of users is trivial if you use Windows PowerShell.

A: Typically, a computer allows five concurrent users who can perform remote operations using Web Services for Management (WS-Management). This includes users running remote Windows PowerShell.
To change the number of users to any number between 1 and 100, use the command below:
Set-Item WSMan:localhostShellMaxConcurrentUsers 25
where 25 is the user number. To check the current value, use this command:
Get-Item WSMan:localhostShellMaxConcurrentUsers
