In tip 3669, we prevent users from adding Active Desktop content.

To prevent users from deleting Active Desktop content, enable the Prohibit deleting items Group Policy at User ConfigurationAdministrativeTemplatesDesktopActive Desktop.

If the policy is Not configured, you can enable it by setting the NoDeletingComponents value name, a REG_DWORD data type, to 1, at HKEY_CURRENT_USERSSoftwareMicrosoftWindowsCurrentVersionPoliciesActiveDesktop.
