A. By default only Administrators can issue AT commands (which use the schedule service). It is possible to allow Server Operators to also submit AT commands:
Start the registry editor (regedit.exe)
Move to the HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlLsa
From the Edit menu, select New Dword
The name is "SubmitControl" and press enter
Double click on the name and set the value to 1
Exit the registry editor
Reboot the machine
You may want to recreate your emergency repair disk after making this change.
