Q. If I use ExpressRoute Premium, do I pay for cross-region bandwidth?
A. No. There is no cross-region bandwidth charges for customers that pay for ExpressRoute Premium. ExpressRoute Premium is an add-on to an existing ExpressRoute subscription, and it enables access to not just services within the home continent but to services in other continents which typically is not permitted.
