Can Hyper-V containers be used in Azure

Q. Can I use Hyper-V Containers in Azure IaaS?

A. Not currently as Hyper-V containers are themselves a minimal, automatically managed Hyper-V VM which requires the processor hardware-assisted virtualization (Intel VT) capabilities which are not currently exposed to Azure VMs. Once Server 2016 is fully deployed to Azure which enables the Intel VT passthrough to vCPUs, then they would have the option of exposing this to Azure services including IaaS.
