Azure services in China and Australia requirements

Q. My company does not do business in Australia or China but I want to create resources in those Azure regions, who can I do this?

A. You can't. Only business entitles in Australia can create services in the Australia Azure regions. Only business entities in China can create services in the China Azure regions. You can create resources in any of the other Azure regions.
