The subject behavior will occur if the Telephony service is disabled on the computer you are trying to start.

To resolve this problem, start the Telephony service before you use the Sysprep mini-setup program to start the computer from the Sysprep image:

1. Start / Run / Services.msc / OK.

2. Right-click Telephony and press Properties.

3. Toggle the Startup type to Automatic and press Apply.

4. Press Start.

5. Press OK.

6. Close the Services dialog.

NOTE: The Remote Access Auto Connection Manager and Remote Access Connection Manager services depend on the Telephonyservice, and the and Internet Connection Firewall (ICF)/Internet Connection Sharing (ICS) service is dependent on the Remote Access Connection Manager service.
