Q: Do I need a Windows vNext Remote Desktop Licensing server to give licensing for a Windows vNext Remote Desktop server?
A: Yes. You always need a licensing server running the same or newer OS than the server requesting a Remote Desktop license. Note that during prerelease versions it's customary to just use the grace period that Remote Desktop allows rather than trying to deploy license servers for Remote Desktop.
