The subject behavior will occur if the Folder Redirection policy was initially applied when the Grant the user exclusive rights' box was NOT checked.

The Grant the user exclusive rights option only affects the initial redirection of the folder.

To workaround this behavior, manually correct the permissions on the redirected folder.
